libipc-system-simple-perl software package provides Perl module to run commands simply, with detailed diagnostics, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libipc-system-simple-perl
libipc-system-simple-perl is installed in your system.
